Reporting to the Executive Director of Sargent & Lundy Engineering Services, Inc. (S&L Government Services Group, “GS Group”), the Business Development Lead & Senior Project Manager plays two vital roles in the organization:
GS Business Development Lead: In this role, the successful applicant will be responsible for all formal BD activities in the GS Group, including customer relationships (e.g., government clients and M&O contractors), marketing, opportunity identification, capture lead (including teaming arrangements), and proposal preparation. Specific duties in these areas include:
Customer Relationships: Serve as the primary point of contact for customers/clients within the government market. Develop working relationships with key government organizations (e.g., DOE EM and NNSA leaders) and M&O/Prime contractors (BD and procurement personnel). Responsible for networking with these potential clients to identify opportunities to provide engineering services to support their missions.
Marketing: Responsible for all marketing activities for the GS Group, including participation/exhibition at conferences/symposia, preparation of marketing materials (e.g., capabilities briefings and handouts), and participation in industry organizations (e.g., EFCOG, ETEBA).
Opportunity Identification: Maintain the GS opportunity pipeline using Govwin and networking.
Capture Lead: Serve as capture lead for all major GS bids (e.g., sitewide IDIQs, BOAs, MSAs; large capital projects). Build winning teams, in either prime or sub role. Negotiate workshare with teammates. Manage NDA and Teaming Agreement documents.
Proposal Preparation: Responsible for leading bid strategy and proposal preparation for all major bids. Develop value proposition, win themes, price-to-win strategy, and assist with identification, selection, and recruitment of key personnel for all proposals.
Senior Project Manager: Responsible for capture and management of projects at assigned sites. Initial sites assigned to the successful candidate will be Savannah River Site (all 3 M&Os), Y-12, and ORNL. Duties include:
Work with site engineering managers and procurement staff to identify upcoming projects.
Work to steer projects to existing contract vehicles (e.g., SCMC large business or small business IDIQs; Y-12 engineering BOA). Lead the cost estimating process using the existing SCMC rates.
Lead capture of site capital projects that are not released under an existing contract vehicle.
Supervise Project Managers assigned to each awarded project, ensuring that all deliverables are completed on-time and on or under budget.
Upon successful capture of sufficient work, open and staff a local office to support future project capture and execution.
Qualifications
Must be a U.S. Citizen; Dual citizenship with a country other than the U.S. does not qualify.
Required skills and experience:
A technical Bachelor's Degree
Ten or more years of related industry experience in domestic markets in the following:
Identifying new business opportunities
Facilitating and maintaining new client relationships
Project controls and budgeting
Proposal management
Must have experience bidding on Department of Energy EM and NNSA acquisitions
Must have a network that includes major DOE prime contractors
Must be able to travel
Valued but not required skills and experience:
Master of Business Administration Degree
Registered Professional Engineer (PE)
Certified Project Management Professional
